If a witch or wizard is born in the Hogwarts regions and recorded in the book, but they don't live in the UK for the majority of their life before schooling, would they still receive their letter as usual on their eleventh birthday?

Does the representative from the Ministry of the student's country (is it the school?) usually come on their eleventh birthday with their letter and such?

It's a person from the Ministry rather than the school on MH (Dumbledore visiting Tom was evidently a) a special case or b) JK forgetting what she'd said elsewhere xD) and rather than on their 11th birthday, we generally assume that all students receive their letters around the same time of year - a couple of months before school begins. Otherwise, two children who'd grown up together but with different birthdays would end up getting their letters at different times and the younger one would worry they hadn't been accepted into the school. Harry just got lucky because his birthday's in July. Or because it's a great plot device, you pick
