A Couple Questions

Hello, I'm in the process of making my first character to RP on this board and I have a few questions about his application. I want him to be a seventh year student at Durmstrang, but I don't know if I need special permissions or anything first. Also, I put in my history that I'm beginning to learn Occlumency and Legilimency. I by no means mention that I've become proficient at it, I was just wondering if it was okay to keep those parts in. When I actually feel he is proficient I'll post an app for special features. Last, but not least, I was wondering about the Quidditch team. I've looked around but can't find where I would apply to be on the team. I've heard that Klyk Vampira needs Chasers, and I'd gladly be one but I want it to be official so I want to put in an app to be accepted before I actually post my character application for sorting. If anyone could answer these questions, I would greatly appreciate it! Thank you!

occlumency/ legillimency: no. don't put it in there until later and an application has been made. the reason this feature is restricted is because it lends itself to godmoding others. the level of proficiency has little to do with that. We like to approve people to work with this feature once we have seen their writing and RPing so we can assure it will be used responsibly.
