Answering the second part of your question first - yes, it's absolutely fine to change between ministries. It makes sense; people don't stay in the same job all their lives so if someone relocates and doesn't want to commute to a different country to work via the floo network or apparation, then sure, why not switch from the French to British ministry (or whatever). As for transferring schools, it's a bit more tricky. The reason we don't generally allow it is so that people don't create students who do a couple of years at one school and then transfer them elsewhere to create a more 'interesting' character. Obviously it's less of an issue if it's a parent who isn't played anyway...but if it's not going to cause too many problems for you to *not* have her father switch schools, that would be awesome. Otherwise, as long as there's a good reason for him switching then it shouldn't be too much of an issue as it doesn't really affect anything.
