Okay, you'd need to do an app for the mother's line, because rich status is something that need to be applied for, and then as long as that's granted yes, if it's a pureblood character you need an EFB for the father's line as well. If they're middle class or less though, you can leave the history section blank so it only takes a few minutes to create.
