If I have read the guides correctly Beauxbatons does not offer Ancient Runes as a subject?  However, I imagine due to the involvement of runes in elemental magic and his own interest in other aspects of runic magic Alain would have done alot of study into the subject independently especially as he only did 4 NEWTs officially due to his weakness in wand related subject.

So my question is would it have been possible for him to have taken a NEWT in Ancient Runes at the French Ministry or the relevant wizard education body independently?

Sounds entirely reasonable to me. At the school where I work we've had students who were originally from Poland or Lithuania, so it's been arranged for them to take a GCSE in their own language without it being taught at the school. Also, at the end of DH playtime we assumed that fifth and seventh year students would take their exams at the Ministry rather than the damaged school, so I see no reason why a French student could choose to take an English NEWT if he so chose. I rather imagine he'd have needed to apparate to the British Ministry to take it with a suitable examiner, though.

That's perfect Carys! In that case I'll just say he did his other four as normal at Beauxbatons and went to the British ministry the summer after his seventh year to get tested by an appropriate examiner for his Rune NEWT.
