If you mean at what point someone is considered an adult and no longer has a magical trace on them, I would say 18, as that's around the age that students graduate and it's the adult cutoff legally in the US anyways. That way we don't have people who are adults in the wizard one world but not in the muggle world.That's my best guess ^^
But in non magical Britain the age of adulthood is 18 (you gain voter rights, no longer considered a child who can be adopted, get married without the need for third party permission etc) while in the wizarding world this happens at 17. The books set the precedent of being an adult in one but not the other?
